CIRCULAR
AMENDING AND SUPPLEMENTING CERTAIN ARTICLES OF CIRCULARS ISSUED BY THE MINISTER OF FINANCE REGARDING FEES AND CHARGES
Pursuant to the Fee and Charge Law dated November 25, 2015;
Pursuant to Decree No. 120/2016/ND-CP dated August 23, 2016, of the Government detailing and guiding the implementation of several provisions of the Fee and Charge Law; Decree No. 82/2023/ND-CP dated November 28, 2023, of the Government amending and supplementing certain provisions of Decree No. 120/2016/ND-CP;
Pursuant to Decree No. 14/2023/ND-CP dated April 20, 2023, of the Government regulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the request of the Director of the Tax, Fee, and Charge Policy Management Department;
The Minister of Finance issues the Circular amending and supplementing certain provisions of Circulars issued by the Minister of Finance regarding fees and charges.
Article 1. Amendments and supplements to the regulations on the organization of fee and charge collection in the Circulars of the Minister of Finance on fees and charges

Amending and supplementing Article 3 of Circular No. 33/2018/TT-BTC dated March 30, 2018, of the Minister of Finance on the collection, payment, and management of fees for licensing international and domestic travel services, tour guide certification, and the establishment of representative offices in Vietnam of foreign travel businesses as follows:
“Article 3. Organization of fee and charge collection
The competent state agency authorized to issue international and domestic travel business licenses, tour guide certification, and representative office licenses for foreign travel businesses in Vietnam shall be the fee-collecting organization as specified in this Circular.”

Amending and supplementing Article 3 of Circular No. 34/2018/TT-BTC dated March 30, 2018, of the Minister of Finance on the collection, payment, and management of fees for certifying the classification of tourist accommodation and other tourism services as follows:
“Article 3. Organization of fee collection
The competent state agency authorized to certify the classification of tourist accommodation and other tourism services shall be the fee-collecting organization as specified in this Circular.”

Amending and supplementing Paragraphs 1 and 2 of Article 3 of Circular No. 94/2021/TT-BTC dated November 2, 2021, of the Minister of Finance on the collection, payment, and management of fees for the registration of fishing vessels' technical safety, inspection of fishing equipment, and verification of fisheries material sources as follows:
“1. Fishing vessel registration facilities are authorized by the competent state agency to issue certificates of registration and inspect fishing vessels according to this Circular.

The competent state agency in charge of certifying businesses in the fisheries sector, issuing fishing licenses, and registering foreign fishing vessels in Vietnamese waters shall be the fee-collecting organization as specified in this Circular.”
4. Amending and supplementing Article 3 of Circular No. 112/2021/TT-BTC dated December 15, 2021, of the Minister of Finance regarding fees in aquaculture management as follows:
“Article 3. Organization of fee collection
The competent state agency, public service unit authorized to issue certificates of fisheries material, certify fisheries businesses, and supervise fisheries laboratories as prescribed by law, shall be the fee-collecting organization as specified in this Circular.”

Amending and supplementing Paragraph 2 of Article 2 of Circular No. 37/2023/TT-BTC dated June 7, 2023, of the Minister of Finance on the collection, payment, and management of fees for driver's license exams, vehicle registration, and other related certificates as follows:
“2. The competent state agency in charge of issuing specialized vehicle registration and license certificates shall be the fee-collecting organization as specified in this Circular.”
Article 2. Implementation provisions

This Circular takes effect from March 10, 2025.

If the legal documents referenced in this Circular are amended, supplemented, or replaced, the new documents shall apply.

In the process of implementation, if there are any issues, organizations and individuals are encouraged to promptly inform the Ministry of Finance for further research and guidance.
