❌ Tax debt of 500 million VND or more, overdue by over 120 days, for legal representatives of enterprises and cooperatives.
❌ Over 30 days of outstanding tax obligations for individuals or businesses that are not operating at their registered address.
❌ Unsettled tax obligations for Vietnamese citizens emigrating abroad or foreigners leaving Vietnam.
